The Idea
Design a film you can finish with the resources you have.
Scope is the relationship between an idea and the resources needed to realize it. A short runtime does not guarantee a small production: one minute with a crowd, night exterior and complicated effect can demand more than a longer scene in one room. Count dependencies, not just pages.
Start with what is reliably available: a permitted place, a manageable time window, willing collaborators and equipment you understand. Then protect the film's essential change. If a resource disappears, which element can change without losing the question that matters? A fallback is part of the design. Keep the first version modest enough to finish, review and revise. Completion provides evidence for a more ambitious next project.

Keep the intended film 1–3 minutes, at most two locations and three performers. Include time for edit, captions, review and one revision, not only the shoot.
